Proposition TE was on the City of Los Angeles ballot in the November 3, 2026 General Municipal Election. According to the City Clerk’s voter information pamphlet, it would do the following.
- Create a one-time exemption from the Measure ULA tax for residential properties damaged or destroyed in the January 2025 Palisades Fire.
- Cover sales between January 7, 2025 and January 6, 2030, by the person who owned the property on the day the fire started.
- Require the Department of Building and Safety to verify the damage, and allow the exemption only once per property.
- Let the Director of Finance refund ULA tax already paid on qualifying sales before the measure took effect.
- The City Administrative Officer estimated a $35 million to $66 million reduction in ULA revenue through January 2030, with no General Fund impact.
