Adding an ADU in Los Angeles: Where to Find the Current Rules

Published November 5, 2026 · Lianna Danielyan, REALTOR® · Equity Union

Figures and rules in this post are as of November 6, 2026, from the sources linked below. Check the source for any later update.

Accessory dwelling units (ADUs) are second homes on the same lot as a primary home. They can be detached, attached, or converted from existing space like a garage. A junior ADU (JADU) is a smaller unit created within the main home. California has passed several laws limiting how much local governments can restrict them.

Official sources

  • The California Department of Housing and Community Development (HCD) publishes an ADU Handbook. Its ADU page says the handbook was updated in March 2026.
  • In 2024, SB 477 renumbered the state ADU and JADU sections of the Government Code. Older articles may cite outdated section numbers.
  • In the City of Los Angeles, the Department of Building and Safety (LADBS) handles ADU plan check and permits, and ZIMAS shows a parcel’s zoning and overlays.

Before you plan

  • Check zoning, hillside, fire zone, and any HOA rules for the lot.
  • Hire a licensed contractor. The Contractors State License Board has a license lookup.
  • Ask the Assessor how new construction will affect your property taxes. Usually only the added value is assessed.

Rules for size, setbacks, parking and review times are in the handbook and local code. Confirm them for your lot with the city.
