The California FAIR Plan is the state’s insurer of last resort for property owners who can’t find coverage in the regular market. Its rates went up on October 15, 2026.
The figures
- Average approved increase: 29.1% statewide, approved by the Department of Insurance (KFI, May 21, 2026; RatesChaser, June 28, 2026).
- Requested increase: 35.8%, filed in October 2025.
- Effective date: October 15, 2026.
Because it is an average, the change for an individual policy depends on its location and wildfire risk. Some policies will go up more and some less.
Why it matters for buyers and sellers
- Lenders require proof of hazard insurance before closing, so buyers often get quotes early in escrow.
- FAIR Plan policies cover fire and certain other perils. Owners often add a separate “difference in conditions” policy for other coverage.
- The Department of Insurance has consumer guides and a hotline for questions about policies, non-renewals and complaints.
